I. Overview of the Scholarship
The "Silk Road" Chinese Government Scholarship Program is established to implement the relevant initiatives of the "Vision and Action for Jointly Building the Silk Road Economic Belt and the 21st Century Maritime Silk Road" and the "Action Plan for Promoting Education Cooperation under the Belt and Road Initiative". Its aim is to cultivate industry leaders and outstanding skilled talents for countries along the "Belt and Road" and participating in the initiative. Northeast Electric Power University is one of the designated institutions for enrolling students under this scholarship program.
II. Eligibility Criteria for Applicants
1. Applicants must be citizens of countries participating in the "Belt and Road" initiative, including Pakistan, Russia, Uzbekistan, Laos, Vietnam, Mongolia, Indonesia, Rwanda, Cameroon, Bangladesh, etc. (holding a valid foreign passport and not holding Chinese nationality simultaneously).
2. Applicants must be physically and mentally healthy, academically excellent, and abide by Chinese laws and regulations.
3. Applicants must not have received any other scholarships from Chinese governments at the same time.
4. Academic and age requirements: Applicants for master's programs must possess a bachelor's degree or equivalent qualifications, with excellent academic performance and an age not exceeding 35 years; applicants for doctoral programs must possess a master's degree or equivalent qualifications, with excellent academic performance and an age not exceeding 40 years.
5. Language requirement: Applicants' Chinese proficiency should reach HSK Level 4 with a score of 180 or above.

V. Scholarship Contents
1. Tuition and on-campus accommodation fees are exempted.
2. Monthly living expenses are provided (3500 yuan/month for doctoral students and 3000 yuan/month for master's students).
3. Comprehensive medical insurance for international students in China is provided.
VI. Application Materials
1. "Application Form for Chinese Government Scholarship" (to be filled in Chinese or English).
2. The first page of the passport and the visa page for entry into China (if available). The passport should be valid until after March 2025, and all visa pages for entry into China should be uploaded.
3. Notarized highest degree certificate. If the applicant is a current student, a certificate of expected graduation or enrollment status issued by the school should be submitted. Applicants should obtain their degrees before August 2024. If the certificate is in a language other than English, an English translation and notarization are required.
4. Academic transcript (starting from the undergraduate stage). The transcript should include all academic records from undergraduate, master's (if any), and doctoral (if any) studies up to the latest semester. The transcript should be issued and stamped by the registrar's office, graduate school, or relevant student management department of the school attended. Both Chinese and English transcripts are acceptable. If the transcript is in a language other than English, an English translation and notarization are required.
5. Proof of language proficiency. Applicants must provide a valid HSK Level 4 certificate. If Chinese was used as the teaching language for obtaining a degree from a Chinese university, corresponding supporting materials must be provided.
6. Study plan in China. A study plan of over 1000 words in Chinese or English should be submitted. For doctoral applicants, the study plan must be signed by the supervisor.
7. Recommendation letters. Two recommendation letters from professors or associate professors should be submitted. The recommenders should sign and indicate their identity and contact information. The content should focus on the applicant's study objectives in China, cooperation between Chinese and foreign institutions or supervisors, as well as an evaluation of the applicant's comprehensive abilities and future development. The letters should be written in Chinese or English only.

9. Certificate of No Criminal Record. Applicants must submit a valid certificate of no criminal record issued by the local public security organ, which should generally be issued within 6 months before the date of application.
10. Academic achievements materials (if any), including academic paper publications, patent certificates, etc.
11. Mentor's acceptance letter (if any). Applicants can contact mentors to obtain the acceptance letter, but it is not a required material for the application.
Note: Materials uploaded through the system must be clear, authentic, and valid. Applicants are advised to use professional equipment to scan the relevant documents to be submitted. Applicants shall bear the consequences arising from unclear or unrecognizable materials.
VII. Application Process
1. Applicants should log in to the "Chinese Government Scholarship Information System for International Students in China" (http://www.campuschina.org/) to upload their application materials and submit their scholarship applications. The "Type of Study Program" should be Category B, and the "Acceptance Agency Code" should be 10188 (Northeast Electric Power University).
2. After successfully submitting the online application, please send the electronic version of the application materials to the contact email (songqiang@neepu.edu.cn).
3. Our university will review the applicants based on the application materials submitted in the "Chinese Government Scholarship Information System for International Students in China", including written tests or interviews.
4. Application deadline: June 5, 2024.
VIII. Notes
1. Applicants should submit their applications directly to Northeast Electric Power University and should not submit their application materials through intermediary agencies. If found, their eligibility for the scholarship will be cancelled.
2. If necessary, we will contact the applicants through email (songqiang@neepu.edu.cn) to request additional supporting materials and inform them of the admission results. Please ensure that you provide an accurate email address in the application form.
3. The final results of the admission will be notified through email by the end of July.
4. Scholarship recipients may not simultaneously receive funding from the Chinese Government Scholarship and scholarships established by other Chinese governments and institutions at all levels (excluding various one-time awards). If found, their eligibility for the Chinese Government Scholarship will be cancelled, and they must refund the scholarship funds already received. Intentional concealment of funding will result in disqualification from applying for the Chinese Government Scholarship for three years.
5. If the scholarship recipient fails to report to the university within the designated period, their scholarship eligibility will not be reserved. Without the consent of the university, they are not allowed to bring their families into the country.
6. Scholarship recipients must submit all application materials during registration. Applicants are responsible for the authenticity of the information and materials they submit. If any discrepancies are found, the university has the right to cancel their admission or, if already enrolled, revoke their student status.

Instructions for Chinese Government Scholarship Information System (CGSIS)
-For Applicants
Please carefully read the instructions before applying for the scholarship.
Step 1: Visit “CSC Study in China” website and click “Scholarship Application for Students” at http://www.campuschina.org
Register an account through [CREATE AN ACCOUNT] and log in with your account.
Step 2: Input Personal Details. Click “Edit Personal Details” and finish inputting personal details by filling in all the information, verifying and saving the information. After the completion of this section, return to the previous page by clicking “Finish” and start filling in your application information.
Step 3: Select the correct “Program Category”.
Please select Program Category “Type B”, click “New Application”, and start filling in the application information.
Step 4: Input the correct “Agency Number (10188)”. Your Agency Number is:
Program Category and Agency Number are directly matched, both are mandatory for online application.
After inputting the agency number, the matched agency name will automatically show on the page. As Program Category and Agency Number are directly matched, application processing authorities will not receive your online application if the program category or agency number is not correct.
Step 5: Input Application Information
Next, please move on to the section of “Language Proficiency and Study Plan” and upload “Supporting Documents” as requested, then click “Submit” to complete the application. Check each part of your application carefully before submission. Please make sure that all the information and uploaded documents are valid and accurate.
Each applicant can only submit one Type B application every academic year. Applicants should confirm one university as Type B application if their interested
universities are more than one. The submitted Type B application will be considered as the final selected university.
Step 6: Once submitted, amendments cannot be made on “Personal Details” and “Application Information”. Before the application is processed by the processing authorities, applicants can revoke the submitted application by clicking “Withdraw” and edit the application. After revoking the application, applicants must submit it again after re-editing, or the application will not be processed. Once the application is processed, the application cannot be revoked.
Step 7: Click “Print the Application Form” and download the form.
Step 8: Submit scholarship application under the requirements of the dispatching authorities (or application processing agency).
Scholarship-awarded universities shall not entrust any individual or intermediary agent to process Chinese Government Scholarship applications. All designated institutions shall inform applicants of accessing relevant information on the official website of the China Scholarship Council (http://www.campuschina.org/).
